Deputy Speaker Names Nine Ministries that Have Tabled Forged Documents Before Parliament

The fire spitting Deputy Speaker says it’s unfortunate that some political heads in the ministries have failed to perform their supervisory roles hence directing the Parliamentary Committee on Rules and Privileges investigate the source of forged documents presented before Parliament.

The Deputy Speaker of Parliament Jacob Oulanyah has futher named and shamed government ministries that tabled before parliament fake Ministerial Policy Statements for the Financial year 2019/2020.

Last week the Deputy Speaker of Parliament Jacob Oulanyah halted all Parliamentary committees from processing pending business but rather concentrate on processing the ministerial budget statements for the financial year 2019/20 after failing to meet the deadline of 15th March 2019.

However, the Speaker’s directive may not be adhered to after realizing that majority of the ministerial policy statements are purposely inaccurate or forged. Oulanyah disclosed this as he was chairing the Tuesday parliamentary sitting.

The Deputy speaker says the ministries that tabled the fake policy documents before parliament are Ministry of Trade, Industry and Cooperatives headed by Amelia Kyambadde, Ministry of Tourism, Wildlife and Antiquities headed by Professor Ephraim Kamuntu, Justice and Constitutional Affairs ministry headed by Maj. Gen Kahinda Otafiire.

The others are Ministry of Gender, Labour and Social development under Hajjat Janat Mukwaya, Ministry of Science, Innovation and Technology under Dr. Elioda Tumwesigye, Ministry of Works and Transport under Eng. Ntege Azuba, Ministry of Lands and Urban Development under Betty Amongi, Ministry of Agriculture, Animal husbandry and fisheries under Vincent Ssempijja and Information and ICT under Frank Tumwebaze.

Oulanyah says it’s unfortunate that political heads in the ministries are failing to perform their supervisory roles.

The Deputy Speaker now says the the Parliamentary committee on rules and Privileges should investigate the source of forged documents presented before Parliament by these ministries.

Within a period of one week, this is the second time government ministries are tabling documents with issues before Parliament; the first being the documents on Uganda National Airlines from the Ministry of Works and Transport.
