UPDF and Uganda Police Officers Arrested For Kidnapping and Robbing Businessman’s Shs20M

Police in Kyotera are holding a police and army officer after information leaked that they kidnapped a businessman in Mutukula and demanded for a ransom of shs 200m or else he loses his life. The victim has been identified as Sserugo Iddi.

The arrested officers have been identified as D/c Ntibankundiye Edison attached to Central Police Station (CPS) Kampala and L/ cpl Beyeza John UPDF officer attached to makindiye military barracks and a one Nkundamukama Victor who is also believed to be an army officer.

Sserugo claims that on Wednesday, three officers attacked and arrested him at Mutukula claiming that he was dealing in black dollars. He further says the officers demanded him to pay a ransom of shs 200m or else they shoot him dead. He states that for fear of his life, he surrendered shs 20m which he had in his pockets.

Sources at Kyotera police station indicate that after the officers robbed shs 20m from Sserugo they went and hid in Perfect lodge in Kyotera. “We were tipped by hotel workers that some wrong elements hired some rooms and could be planning some deadly mission,” an intelligence officer told us.

He added that prior they had received information that the armed robbers attacked Sserugo, put him on gun point and robbed him shs 20m. The security source adds that they stormed the hotel and found the robbers inside with shs 20m, guns, police and UPDF uniforms, handcuffs among others.

The security source says the suspects were arrested and taken to Kyotera police station for interrogation under file number SD Ref 52/26/06/2019.

When contacted Joshua Tusingwire the head of investigations at Central Police Station Kampala confirmed signing a matching order to  Ntibankundiye Edison.

“It is true I have a sanctioned file on my desk and I sent  Ntibankundiye Edison to go and arrest the suspect such that he can face trial, “Said Tusingwire during a telephone interview.

He however says he was shocked when Edson used the same matching order to arrest a different person. “The person he arrested and robbed is not wanted by court and I also don’t know him,” he says.

Tusingwire further says if Edson went and robbed those are his issues. “I signed a matching order to make arrest but if he went and robbed those are his issues and he must answer for them,” he adds.

ASP Paul Kangave police spokesperson for Greater Masaka when contacted confirmed the arrest of officers. “It true we have two officers in our custody on charges of aggravated robbery and kidnap and after investigations they will appear in court for trial,” he says adding the case is registered under file number CRB 341/ 2019.

However we have been informed that this is not the first time Edson is arrested in robbery cases. “This man has been arrested in robbery related cases for more than six times but when ever he is arrested, he bribes officers and he gets out,” says one of the investigators at CPS Kampala.
